A loss goes to the pitcher who surrendered the go-ahead run in a game his team never came back to tie. Like the win, it is a team result attached to one name.
Losing 15 games usually means two things at once: the pitcher was not good enough to be pulled from the rotation, and his offense did not score. Some of the best seasons in baseball history carry ugly loss totals for the second reason alone.
Read a loss total as a rough marker of workload on a bad team, not as an evaluation. The evaluation is in the rate stats and in pitching NUT, which counts only what the pitcher did with the ball.

Losses are not used in NUT, for the same reason wins are not: run support decides too much of the outcome.
